ADEA supports Tunisia, Egypt, Morocco and Mauritania in the technical validation of the EMIS Norms and Standards and their Assessment Framework for North Africa
Experts in Education Management Information System (EMIS) from Tunisia, Morocco, Egypt and Mauritania technically validated the EMIS Norms and Standards and their Assessment Framework for North Africa during a workshop held in Tunis (Tunisia) from 18 to 22 June 2018.
This technical meeting, organized by the Working Group on Education Management and Policy Support (WGEMPS) of the Association for the Development of Education in Africa (ADEA) with the support of the Islamic Educational, Scientific and Cultural Organization (ISESCO), was very well attended and all 16 participants made commitments. Only two out of the six countries invited, namely, Algeria and Libya, could not take part in the workshop but the documents were forwarded to them for review and technical validation. Attending this important workshop, there were indeed not only experts and representatives of the Ministries in charge of education, vocational training and employment, higher education and scientific research from Tunisia, Morocco, Egypt and Mauritania, but also strategic partners for education in Africa, namely, the African Union Commission (AUC) and the Global Partnership for Education (GPE).
This evaluation framework for North Africa contains 4 main areas of interest (i.e. policy and legal frameworks, resource availability and use, statistical processes, reporting of educational information), 17 norms and 113 standards. The first two areas of interest are the fundamental conditions for an actual impact on the environment in which EMIS operates. The issue is to ensure that the institutional and legal environment and the availability and use of human, financial and technological resources support a functioning EMIS. The last two areas of interest, on the other hand, examine the methodology and processes that need to be in place to produce quality statistics and information to ensure that the outputs of these processes are appropriate and timely.
The validation of norms and standards was preceded by a series of presentations on the EMIS by the countries representatives in attendance. These presentations focused on the institutional and organizational arrangements for the collection, processing and dissemination of statistical data as well as the main statistical outputs and technological tools used for this purpose. The report indicates that in the concerned countries, Education Management Information Systems are producing satisfactory results despite the persistence of certain difficulties related to: (i) the updating of data in a timely manner; (ii) the modernization of EMIS; (iii) the implementation of more integrated approaches to produce data for the entire education system and training; (iv) the availability of qualified human resources at all levels; and finally (v) the availability of private sector and vocational training data.
The meeting adjourned with the preparation of a roadmap for the political adoption of the EMIS norms and standards for North Africa by Ministers in charge of education and vocational training.
