ADEA and ISESCO launch the first Workshop on Education Management Information Systems for North Africa
Abidjan, 12 April 2018 – The Working Group on Education Management and Policy Support (WGEMPS) of the Association for the Development of Education in Africa (ADEA) in collaboration with the Islamic Educational, Scientific and Cultural Organization (ISESCO) is organizing a technical workshop (from 16 to 20 April 2018 in the Kingdom of Morocco) whose main objective is the development of a framework for the evaluation of norms and standards on Education Management Information Systems (EMIS) for the North African region.
This workshop will disseminate the EMIS norms and standards and it will also identify good practices as well as potential EMIS experts in the region. This exercise is part of the Memorandum of Understanding signed between ADEA and the African Union Commission (AUC) in 2014 to promote the development of education and training in the continent in general and the EMIS in particular.
As a reminder, the Ministers of Education, through their Regional Economic Communities (i.e. EAC, ECOWAS and SADC), formally adopted the 17 Standards and Minimum Standards as well as an Evaluation Framework for EMIS. These norms and standards cover the main EMIS dimensions, namely the policy and legal framework, the availability and use of resources, statistical procedures and data dissemination strategies. However, the EMIS Norms and Standards have not yet been adapted by the North African region.
To this end, in order to ensure that all African Union (AU) member countries are able to effectively produce comparable and relevant statistics and indicators at national and international levels, it is essential to have norms and standards designed to help them improving their national education management information systems.
It is in this context, that in early 2018, ADEA decided to extend the scope of the EMIS Norms and Standards to all regions of the African continent by providing technical support and ensure that the EMIS Norms and Standards and their Evaluation Framework be adopted in North Africa, starting with two countries in the region, namely Egypt and Morocco.
To implement this strategy, ADEA through its WGEMPS and ISESCO, will launch a first technical meeting from 16 to 20 April 2018 in Rabat (Kingdom of Morocco), at ISESCO HQs. The process will be extended to all countries of North Africa in a second phase after appropriation and validation of the reference document.
This important workshop will be attended by around 25 experts in EMIS, Planning for Education in EMIS, Vocational Training, Literacy and Non Formal Education, Higher Education of Morocco and Egypt, supported by those of ADEA, ISESCO, the African Development Bank Group (AfDB), Burkina Faso and The Gambia.
