Consultant Coordinator Position for ADEA Working Group on Education Management and Policy Support
The Association for the Development of Education in Africa (ADEA) is a forum for policy dialogue on education and it is hosted by the African Development Bank. Its vision is to create “high-quality African education and training geared towards the promotion of critical skills for accelerated and sustainable development in Africa”.
ADEA seeks suitable candidates for the position of Consultant Coordinator, to be located in Harare (Zimbabwe), for its Working Group on Education Management and Policy Support. Overall, the successful candidate will be expected to coordinate the planning and execution of the programmatic activities of the Working Group in research and knowledge creation, policy dialogue, capacity building and information sharing.
Duties and responsibilities
The Working Group Consultant Coordinator will carry out the following duties and responsibilities, among others:
Results-Management:
- Provide intellectual and managerial leadership in the conception, planning and implementation of the programmatic activities of the Working Group (WG);
- Execute day-to-day activities and resource decisions within the ADEA Integrated Work Plan and Budget approved by the Steering Committee;
- Manage all financial and human resources planned for the implementation of the WG’s programmatic activities’
- Provide quality assurance in the work undertaken by WG staff and consultants;
- Prepare annual Activity and Financial reports of the WG for submission to ADEA Secretariat and Steering Committee;
Policy Dialogue:
Collaborate closely with the Secretariat in organizing and participating in policy dialogue forums such as the Triennale, Ministerial Conferences and ADEA Steering Committee Sessions;
Research and Analytical Work/Knowledge Production:
Provide technical leadership and support in research and analytical work with a view to generating ideas and evidence for policy dialogue, policy formulation and policy reforms;
Capacity Building:
Use the expertise of the Working Group to provide technical assistance and advisory services to African governments, regional economic communities and the African Union; as well as other ADEA WGs, ICQNs and Task Forces.
Partnership and Networking:
Strengthen existing partnerships and networks and seek to create new ones at the local, national, continental and international levels. Also support ADEA’s Resource Mobilization Strategy by identifying and engaging local partners and other prospective partners.
Communication and Dissemination:
Provide technical information and program results to the Secretariat for inclusion in communications documentation and materials. Also ccoordinate and exchange information with ADEA’s other Working Groups, Task Forces, ICQN and Secretariat in preparing and delivering services that are in cross-cutting thematic areas and/or in support of joint programs.
Competencies and qualifications
A minimum of a Master’s degree in Education, Social Sciences or Natural Sciences with demonstrated experience in education statistics, education finance and education sector analysis is required.
This is in addition to having at least 5 years of professional experience in a Ministry of Education, development agency or multilateral development institution; being fluent in English and having a mastery of French as a working language; and competence in the use of Microsoft applications such as Word, Excel and PowerPoint.
Also, the individual should have strong leadership, managerial, organizational, and analytical skills, as well as considerable experience and ability to manage projects, programs and people; build networks and maintain effective working relationships; and exercise diplomacy and strong interpersonal skills to strengthen partnerships.
