Call for Applications: Photo and Videographer for the 2024 Africa Foundational Learning Exchange to Develop Podcasts, Short Videos and Images from the Event

ADEA is a forum for policy dialogue and a critical voice on education in Africa. It is hosted by the African Development Bank (AfDB) Group in Abidjan, Côte d’Ivoire. ADEA envisions high-quality African education and training geared towards the promotion of critical skills for accelerated and sustainable development in Africa.

Context 

The African Union (AU) declared Education as the Theme of the Year 2024 and called upon all partners to coalesce towards the achievement of the Continental Education Strategy for Africa (CESA) 2024, as well as other global, regional, and national commitments on ensuring education for all children in Africa. African nations are committed and ready to focus on improving learning outcomes and reversing learning poverty. Previous national and regional convenings have highlighted the urgent need to enhance learning outcomes for children in Africa as a human right, and as a pre-requisite for achieving the African Union’s Agenda 2063. 

As the Year of Education 2024 draws to a close, the AU, ADEA, World Bank, BMGF, Hempel Foundation, UNICEF and other key partners are collaborating with the Government of Rwanda to bring together education actors across the continent for the Africa Foundational Learning Exchange 2024 (FLEX 2024). This will be the largest platform for country-to-country exchange around education on the continent. FLEX 2024 will bring together distinguished policymakers, thought leaders, development partners, implementers, and other education actors from across Sub-Saharan Africa to catalyse the scaling of successful interventions that enhance foundational learning. 

Countries will exchange progress made on commitments in foundational learning at various fora including the 2023 FLEX gathering in Sierra Leone, the 2023 Heads of State Human Capital Exchange in Dar es Salam, and the 2023 ADEA High Level Policy Dialogue in Zambia. Through a series of presentations, panels, round table discussions, formal and informal dialogue over three days in Kigali, participants will share knowledge derived from foundational learning efforts on the continent and jointly plan the way forward towards meeting targets.

The Task

In 2023, ADEA initiated the Africa Learning Together (ALT) knowledge series; a suite of knowledge products, including podcasts, lessons learned and case studies, to capture and disseminate insights from local actors around the implementation and scaling of innovative solutions in foundational learning education across Africa. 

To support our advocacy around deepening investments and improving foundational learning outcomes, ADEA intends to record new editions of our ALT podcast in Kigali. This will be the first set of onsite, face-to-face recording of our podcast. We also intend to visually capture important moments and conversations at the HLPDF event using videos and pictures. This will include commitments made by countries, regional representatives and stakeholders as well as lessons on effective initiatives that have yielded results in FL, the school visitations, and other identified one-on-one videos. ADEA will use these materials to drive advocacy around foundational learning, showcasing exactly what works and will use the products as accountability materials.  

ADEA requires the assistance of a production company to undertake a visual coverage of select activities at the HLPDF event leveraging photos and videos and record the podcast. Products from this coverage will be used to sustain advocacy beyond the activity but also expand the materials available to us for post-event campaigns, especially for the upcoming AU Year of Education. The selected entity will do the following:

  • Provide the necessary set up, equipment and props to record and produce up to five podcasts within the 3 days of the event in Kigali. 
  • Provide video coverage of identified sections of the HLPDF event, including the technical workshop sessions on Day 1 (11thNovember), opening event on Day 2 (12th November), the Ministerial Roundtable, school visitation etc. This will be done with high resolution camera and props.
  • Record selected one-on-one interview sessions with identified dignitaries at the event. The identified vendor should expect to record and produce up to five (5) one-on-one videos at the event. 
  • Develop up to three different stories from the event, using the videos captured. 
  • Provide short clips to support on-the-spot, live messaging from the events on social media. 
  • Provide photography coverage of the event. 

Methodology

  • Podcast Production – Establish a proper set for up to three panellists and a moderator to record a topical issue on foundational learning. This will include providing the necessary audio and visual equipment (cameras, lighting, sound etc) for this process. ADEA will provide a room at the FLEX venue (Kigali Convention Centre) for this purpose. 
  • Video shoot and photography – the video and supporting photography will be shot on agreed action locations at the event. You will be expected to provide up to two-three or more high resolution cameras, microphones, props, and accessories to ensure quality output. Consider using a drone camera to enhance the angles and video dimensions. 
  • Post-production – The selected production entity will post produce the podcast and video based on the agreed final script. ADEA expects to have produce graphics/visual cards that feature pictures taken during the video shoot to ensure a good balance. 
  • Scripting and content production – ADEA and the selected vendor will review and agree story angles for the short videos and overall event summary. The firm will be expected to propose a script and direction for the short video clips. Final script will be reviewed and agreed with ADEA to guide the post-production.

Deliverables 

  • Up to five (5) video podcasts of about 30 – 45 minutes long. 
  • Up to four video clips of 2-5-minute-long submitted in a timely manner, per agreed timelines. The expected videos will include,
    • Video One (1): will summarize technical conversations on Day 1. The clip could feature some of the footages below.
    • Video summary of Day 2: including footages from the opening plenary, ministerial round table and the parallel sessions. 
    • Video summary of Day 3: including footages of the school visitation activity, which could include interviews of the teachers at the visit location.
    • A summary video of the entire event: This may be up to 5 minutes long, detailing discussions, agreements, resolutions, across the three days and the communique.
    • Pictures and images for all the three days of the event for social media. 
  • Raw files and footages from the video and photo shoot. Each raw footage will be saved in folders named against the event/location they were taken from and shared with ADEA via an External Hard Drive or with digital file sharing platforms like WeTransfer or Google drive or any file sharing platform.

Please note that these outlines and targets are dynamic and could change as we reach the event. A key aspect of this task is the timely submission of the agreed deliverables and outputs. This includes ensuring that video summaries for Day 1 to Day 3 and the summary video are received before the end of the day, to make for useful communication material. Vendor should apply some flexibility understanding that things could change during the event, requiring the need to focus on other shots. 

Supervision and Communication

The planning, content development, scripting, and arrangement for the event coverage will be coordinated by the ADEA Secretariat, working with the Ministerial focal person and event partners. The ADEA Communications Specialist will provide technical guidance and direction for all efforts with support from the Communications Officer and IT Officer. This includes review of scripts and all preparatory documents leading to the event. ADEA will also lead with identifying the dignitaries for the one-on-one interview. 

Timeline

ADEA is providing up to a month for the completion of this task. In this regard, the vendor or identified personnel can invoice ADEA for up to 10 fee days of work. Outlined as follows.

  • Pre-production, identification of angles and storyline – 0.5 Days
  • Event coverage and recording – 2 Days 
  • Postproduction and development of deliverables – 7 days
  • Close out and submission of all content – 0.5 Days. 

Vendor is expected to share his financial proposal on a bulk sum basis i.e., total cost of providing this service and the deliverables listed above. 

Profile of Preferred Videographer

These terms of reference (ToR) will be implemented by a specialist with requisite skills, qualifications, and experiences in interpreting technical products into simple, understandable videos and graphic design and images. The successful candidate will have demonstrable experience in working and producing adverts for television and YouTube or other online video on demand (VoD) platforms. He must have a demonstrable record in the production of commercial documentaries and photography. The selection criteria for the consultant shall include:

  • Duly registered as a legal entity with clear business registration document, tax ID and official address. Evidence of these documents will be requested.
  • At least seven (10) years’ experience in video production, podcast production, communications, publicity, and media relations, graphic, data visualization of information, data mining, digital/New media, storytelling, 3D design renders, videography, filmmaking, and animation.
  • Focal person for this task will have proven analytical and conceptual skills with extensive experience in preparing related reviews or engaging with senior political figures, Influential or High Net worth individuals. 
  • Strong experience scripting videos and commercial clips and short videos used for advocacy and campaign purposes. Selected vendor must demonstrate strong copywriting skills. 
  • Excellent Communications skills including strong written and spoken English. A bilingual capacity (English and French) is an added advantage. Strong competence in the most spoken local dialect is also a solid plus. 
  • Extensive experience in the use of design software and video editing software such as CorelDraw, adobe suite, in-design, in-video and other related applications.
  • Strong stakeholder management experience, with awareness to prevailing cultural, religious, and social sensitivities of select target respondent communities.
  • Access to video assistants who can work with the team to achieve the goals of the event.
